The event kicks off as Cosgrove hangs out with his teenage daughter, who lobbies him to homeschool her because she’s afraid something terrible might happen while she’s at her school. He says no and assures her that bad things rarely happen… and just then a young, bleeding girl runs past their table on a terrace.

She is a Ukrainian whose entire family was killed in the Russian invasion in March, and we saw her escape from a yacht after fighting a man. She looks like she’s about to get hit by a car, and as Frank signals an ambulance to come closer, a masked assailant walks up to her and shoots her where she’s lying in the middle of the street.

Soon it looks like he’s going to work on the case with Cosgrove. We soon find out that the girl’s name is Ava and she was reported missing months earlier.

Cosgrove guides Shaw through his first death notice (Ava’s distraught aunt beats him) and his first autopsy, which reveals that Ava was the victim of repeated sexual trauma. That, along with caviar in her stomach and salt water on her skin, led the detectives to Chelsea Piers, where Cosgrove harassed a dock manager into giving him surveillance footage of a mega yacht parked there the night before. And when Shaw says they might just get a subpoena next time, we learn that Cosgrove’s new (temporary?) partner is both a lawyer and a cop.

The detectives learn more, leading them to believe that Ava may have had sex with human trafficking. And That takes them to SVU, where Captain Benson links them to some NYPD CCTV footage that helps them track down the man they believe is the shooter. Frank stands up in the man’s face and puts his hands on him, and that makes Stabler terribly angry when he finds out.

At OC, Bell and a much calmer Stabler explain that the shooter, Maxim Sirenko, is deeply involved in a gang of drugs and other bad things. They are hesitant to terrify him and his gang, so they want to wait and investigate more before trying to bring him in. innocent girl… and Bell says it’s Stabler’s phone call… and then Stabler meets with his criminal informant and has him clone Sirenko’s phone in an effort for the NYPD to collect some damning evidence about the murder.

Although it is a close call, the CI gets the job done. And Jet is able to pull down downloaded surveillance footage from the phone, giving them footage of a potential witness (another girl) and her female pimp. Liv has Rollins, Velasco, Fin and the rest of the squad comb their records about 90 seconds before Velasco has a lead over the pimp. Shortly afterwards, Cosgrove, Stabler and a SWAT unit raid the woman’s house. Shots are fired, but they take her into custody without casualties. Upstairs at the house, a young woman approaches Cosgrove with a kitchen knife, but he easily disarms her and warns all other officers not to shoot. While he cuffs her, the woman cries and repeatedly begs him to shoot her.
